The director votes as one member of the five-member Board on district policy, budgets, rates, water and wastewater infrastructure, groundwater protection, planning, contracts, and executive oversight. The Division 1 director represents voters within the division while governing the district as a whole.

The district uses by-division, nonpartisan elections. Directors and candidates must live and be registered to vote in their divisions, and voters who live in Division 1 choose one director in the November general election.
