County Board of Education
Seven elected trustees represent Riverside County’s communities. The board hears education appeals, approves the county education budget, and sets policy for the county programs within its authority.
County education
Riverside County is divided into seven trustee areas. Voters in each area elect one trustee to represent their community on the county board.

Trustees serve four-year terms. Elections are staggered, so voters choose some of the board’s seats in each regular election cycle rather than replacing the entire board at once.

County education serves 23 local school districts. Each district has its own governing board; the county board has specific responsibilities for appeals, county programs and the county education budget.
The trustees act together on these county-level responsibilities.

Reviews countywide charter petitions and appeals of district denials, and may approve or renew charters within its authority. RCOE staff evaluate petitions and oversee county-board-authorized schools—not every charter school in the county.
Adopts the county superintendent’s budget, sets the superintendent’s compensation and acts on property needed for county education programs.
Adopts board policies and curriculum for specified county-operated education programs. The superintendent and staff administer programs and services.
Regular open sessions start at 5 p.m. on the first Wednesday; January, July, August and December use the second Wednesday.
The seven trustees make decisions together as the County Board of Education. The board president chairs meetings; the president and vice president remain members of the seven-person board. The president also coordinates agendas with the superintendent and signs documents carrying out board decisions, while the vice president performs the president’s duties when the president is absent or unable to serve.
Voters separately elect the County Superintendent of Schools, who leads the Riverside County Office of Education and its staff. The superintendent administers county programs and services, while the board acts on the matters assigned to it. The superintendent is a separate elected official, not an eighth trustee.
The county’s 23 local school-district boards govern their own districts. Their decisions can connect to county-level responsibilities through specified appeals and services; they are not replaced by the county board.

Elementary and high-school districts can overlap. Unified districts appear in both layers. These boundaries show districts, not individual school attendance zones.
Local districts have separate boards, budgets and school attendance boundaries. The county board’s appellate and county-program responsibilities do not replace local district governance.
